Kıtaların beş yüz küsur yıl önce politik etkileşime girmesinden bu yana, Avrasya dünya gücünün merkezi olmuştur. Avrasya halkları - genellikle Batı Avrupa kanadındakiler - güç sahibi olmanın verdiği haklarla dünyanın öteki bölgelerine nüfuz etmiş ve egemenlik kurmuştur.

20. yüzyılın son on yılında dünya dengelerinde bir kayma görülmüştür. İlk kez Avrasya’dan olmayan bir güç, Avrasya’nın güç ilişkilerinde yalnızca baş hakem olarak değil, aynı zamanda dünyanın süper gücü olarak ortaya çıkmıştır. Sovyetler Birliği’nin parçalanması Amerika’nın tek ve gerçekten global güce ulaşmasında son adım olmuştur.

Ancak Avrasya jeopolitik önemini korumaktadır. Dünyanın ekonomik ve siyasi gücünün kayda değer bölümünü hala elinde tutan batı kanadı yani Avrupa kadar, doğu kanadı yani Asya da ekonomik büyümenin ve siyasi etkinliğin önemli bir merkezi haline gelmiştir. Hitler ve Stalin’in açıkça ifade ettiği gibi “Avrasya’ya hükmeden, dünyaya hükmeder”. Dolayısıyla Avrasya, üzerinde global birincilik mücadelesi oynanan bir satranç tahtasıdır ve bu mücadele jeopolitik çıkarların stratejik yönetimini gerektirir.

Amerikan dış politikası Avrasya üzerindeki etkisini kullanmalıdır ki istikrarlı bir denge yaratılsın, siyasi hakem de Amerika olsun. Amerika’nın nihai amacı iyi niyetli ve vizyoner olmalıdır: uzun vadeli eğilimlere ve insanlığın temel çıkarlarına paralel ve gerçek işbirliği içinde bir global toplum oluşturmak. Fakat bu arada Avrasya’ya hükmedecek ve Amerika’ya kafa tutacak bir rakip çıkmaması da şarttır. Bu kitabın amacı da kapsamlı ve entegre bir Avrasya stratejisinin formülasyonudur.
